Time the Clock

This is a small, portable, program that finds and displays some of the
basic timing parameters of an Ada compiler/OS/hardware combination.  It
gives the actual clock tick, the time for a zero or non-zero "delay",
and a simple task switch.  It helped me track down a highly visible
performance problem that occurred on only one out of several platforms.
